Question : Is it charging when the green light flashes? Can it charge with the phone placed face down ?

Answer : Yes the charger lights up green when I use. I lay my phone on the back to charge. 

Question : The outlets or adapter matters to its performance ?

Answer : 9V/2A PD or QC3.0 adapter is recommended according to its description .

Question : Does it overheat ? Is it safe to use ?

Answer : It could be a little bit warm during charging . There's an internal safety switch , so there's no worry of over charging and damaging your phones battery .
